Statement of Intent 2026-2030 and Statement of Performance Expectations 2026-2027 published

Fire and Emergency New Zealand is pleased to publish its Statement of Intent (SOI) for the years 2026—2030. This Statement of Intent replaces the previous document, which was published in 2023, and is the first since the introduction of its new Strategic Direction 2025—2030.
“Our Strategic Direction describes the organisation we want to become by 2030, the outcomes we want to achieve, and the areas where we need to focus our effort to make that future a reality,” says Fire and Emergency Chief Executive and National Commander, Kerry Gregory.
“Achieving our 2030 goals requires us to change how we work today. Our Strategic Direction identifies the key shifts we need to make and provides a shared focus for how we lead, prioritise and invest across the organisation.”
“The Statement of Intent (SOI) takes the direction set by our strategy and translates it into a four-year roadmap, supporting clear public accountability and our commitment to New Zealanders about what we intend to achieve and how we will use our resources to do this.”
“It describes the eight programmes of work we will focus on over the medium term to help us progress towards our 2030 goals.”
“And it sets out how we will be measuring our progress towards our long-term outcomes. In simple terms, the Strategic Direction tells us where we are heading and why, while the SOI helps describe the path we will take and what we need to focus on along the way,” says Mr Gregory.
Alongside the SOI, Fire and Emergency has also published its Statement of Performance Expectations (SPE) for the 2026/2027 financial year.
“The Statement of Performance Expectations in turn takes the strategic outcomes and medium-term commitments in our SOI and defines the specific outputs, measures and targets for the coming financial year,” says Mr Gregory.
“It outlines what we will deliver over the year ahead, how we will measure our performance and the contribution those activities are expected to make to our longer-term outcomes.”
“These measures set out our baseline objectives and performance metrics that ensure we are able to transparently show how we are meeting our statutory obligations and working to deliver our strategic outcomes.”
“Together, the SOI and SPE are the first to be fully aligned to Our Strategic Direction, reflecting a deliberate shift in how we plan, prioritise and report on our performance – these are essential documents and one of the ways that Fire and Emergency remains accountable to Parliament and the people of New Zealand,” he said.
